Sampling procedure Chongqing Xiaonanhai Cement Factory is one of the first batch of cleaner production pilot enterprises identified by the Chongqing Municipal Economic Commission in 2005. It has three 3X11m vertical kiln cement production lines and two 350,000-ton new dry process rotary kiln production lines. The products are ordinary Portland cement and composite Portland cement.
